The majority of this isn't copy and pasted, however the making of his jutsu the majority is here including other Suiton, Hyoton, and Futon jutsu that was never seen. I am aware of the limits in which he can go within accordance to his Kekkei Genkai.

Mostly everyone is quite aware on the Shinobi's image and his past, so I will only use a portion of such through this summary.
History: Haku was born near a fire village in the Land of Hidden mist, a land that had suffered from war not long before. In this war, different sides battled each other using ninja, some of whom possessed kekkei genkai, which are passed down through the generations. After the war ended, memories of the horrific battles still lingered in the minds of the people. Those with kekkei genkai quickly became feared and hated for their ability out of concern that their existence would only bring about more war.
Haku's father and mother were simple farmers, but they lived a peaceful life. They loved each other and were kind to their child. Unfortunately, this all changed one day. Haku's mother was a carrier of the kekkei genkai Hyoton. She hid this fact from her husband, hoping that the love and peace that was shared in their small family would last forever. One day, Haku discovered the ability to manipulate water. Amazed by this, Haku proudly showed this to his mother, who was horrified by what she saw and harshly scolded Haku for displaying Hyoton's ability. After a slap to Haku's face and a few harsh words, Haku's mother embraced her child and apologized.
Unbeknownst to his mother, Haku's father had seen everything. When Haku's father discovered that his wife and child possessed a kekkei genkai, he assembled a small mob of villagers that evening and killed his wife. He would have done the same to Haku, but before he could, Haku killed them.

List of Jutsus
Hyōton; Literally meaning "Ice Release." - Allowed him to combine wind and water-based chakra to create ice, which he could manipulate through willpower alone, as seen in the anime from a flashback. The ice Haku created was largely immune to fire-based attacks, only melting slightly when coming into contact with flames.
Makyō Hyō Shō; "Demonic Ice Mirrors." - Using his kekkei genkai, Haku can create a dome of twenty-one mirrors made out of ice to trap an opponent. Twelve remain at ground level, eight are placed above the first twelve and angled toward the ground, and the final mirror is above the rest and facing the ground. Haku can then enter one of the mirrors and travel between them at an incredible speed; in fact, the time in transit is almost instantaneous. During transit, Haku can throw needles while remaining virtually unassailable. If the mirror Haku is currently in is shattered, he can leap out of one of the fragments and continue his attack. Though they are made from ice, they are pressured with enough chakra to resist fire almost completely. While inside the mirrors, Haku is moving so fast that the outside world appears to move in slow motion. The technique requires a large amount of chakra to maintain, so Haku's movement becomes progressively slower the longer he maintains the mirrors.
Acupuncture - Throwing needles or senbon at the joints of an opponent and paralyzing them. When Haku uses it, He conceals himself within mirrors; but a sudden barrage takes place on the outside, the hit to be perfect; plainly dismembering the foe quickly of each limb of an instant kill effect to take place.
Sensatsu Suishō; "Thousand Needles Of Death." - Using this jutsu, Haku gathers some water from the air and surrounding environment into one thousand long needles, and then directs them a specific target at high speed, leaping backwards before impact so he doesn't get caught in the crossfire. While the needles do surround a target from all sides, they don't appear above the target, creating an escape route. Haku is able to perform this jutsu with one-handed seals, allowing him to pin an opponent's arm and attack while they cannot use any techniques themselves.
Suiro no Jutsu; "Water Prison Technique." - This jutsu is used to trap a victim inside a virtually inescapable sphere of water. The only downside to this technique is that the user must keep at least one arm inside the sphere at all times in order for the victim to remain imprisoned. Clones can be used in place of the actual person, provided that the clone is the one that performed the technique. This jutsu can't be performed without a sufficiently large body of water to supply the water for it. Despite the fact that the prison is made up entirely out of water, and the target is unable to move while within it, the target is still able to speak. However, the one imprisoned still has to maintain the ability to breathe.
Bunshin Daibakuha; "Clone Great Explosion." - This jutsu works in combination with the Shadow Clone Technique to create a shadow clone that will explode on command. The blast created is considerable, and could potentially kill an attacker engaged in hand-to-hand combat.
Jouro Senban; "Raining Needles." - A larger and yet elogating version of the Thousand Needles of Death. A jutsu of a consistancy of water; in which after formulation; the needles are to be sent towards that target in massive chunks; the impaling to be certain; the foe meet actual death afterwards. A barrage through phase one to be a small start; the attack grow larger while each one had been within combat.
Kirigakure no Jutsu; "Hidden Mist Skill." - A highly effective cover technique. Blankets an area in a thick fog, confusing the senses of the enemy.
Mizu Bunshin no Jutsu; "Water Clone Skill." - Creates a number of clones, made from water. Each Clone is capable of attacking on its own, yet each is 1/10th the power of the original. A direct hit will cause the clone to revert to water - and it cannot leave a certain radius of the user.
Suiton Daibakufu no Jutsu; "Water Release: Explosion Skill." - Sends a large spinning pillar of water towards the opponent. Can only be performed when near a moderately large water source, and uses a large amount of chakra. Its a devastating jutsu.
Suiton Suijinheki; "Water Release: Water Barrier Wall." - Creates a blast of water from the mouth, usually used to block fire type attacks.
Suiton Suiryuudan no Jutsu; "Water Type; Water Dragon Blast Skill." - Creates a large dragon shape formed from a large amount of spinning water. The dragon form is sent towards your opponent for a powerful attack.
Futon: Renkudan; "Wind Release: Drilling Air Bullet."
Hyoro no Jutsu; "Ice Prison Technique." - Haku creates a series of ice crystals which home in on the opponent and trap him in ice. Unlike Suiro no Jutsu (Water Prison Technique), no further action seems to be required to maintain the prison once the victim is caught. This jutsu may also be used defensively, as a wall of ice.
Hyoton: Haryu Moko; "Ice Release: Piercing Dragon Fierce Tiger." - Haku creates a large Dragon shaped Tiger out of nearby ice. Due to being so cold, it can freeze nearby water around it while attacking its target.
Hyoton: Kokuryubo Fusetsu; "Ice Release: Black Dragon Outburst Snowstorm." - Haku creates a black dragon stream with red eyes that is sent towards the opponent. There's an improved version, the Souryubo Fusetsu, in which he shoots two black dragons that attack the enemy by creating a large black tornado; however, the limits would be of this jutsu the male being unable to perform at all.
Hyoton: Roga Nadare no Jutsu; "Ice Release: Wolf Fang Avalanche." - Haku creates an avalanche of snow wolves that run towards the opponent.
Hyoton: Tsubame Fubuki; "Ice Release: Swallow Snow Storm." - The boy launches a bunch of ice needles that are in the shape of mini-swallows. These needles can change direction in the air.
Shunshin no Jutsu; "Body Flicker Technique." - This jutsu allows the boy to appear and disappear in an instant. This is very useful when trying to escape or attack suddenly. The users often uses nearby elements, like mist, sand or leaves, to mask their disappearance or appearance.
Suiton: Suigadan; "Water Release: Water Fang Bullet." - Suiton • Suigadan is a Ninjutsu technique utilizing the Water Element. The ninja does a string of hand seals to cause a nearby body of water to form a spinning drill.
Suiton: Suiryudan no Jutsu; "Water Release: Water Dragon Bullet Technique." - Suiton • Suiryuudan no Jutsu is a Ninjutsu technique utilizing the Water Element. The ninja does a long string of hand seals which then causes a column of water in the form of a dragon to rise from the water and then strike their target.
Suiton: Teppodama; "Water Release: Gunshot." - Suiton • Teppoudama is a Ninjutsu technique utilizing the Water Element. After forming the necessary hand seals, the ninja manifests a large amount of water in his mouth which he can then spit at his opponent as a large spherical projectile.
Ayatsuito no Jutsu; "String Reeling Technique." - Ayatsuito no Jutsu is a Ninjutsu technique utilizing wire. This string can be used in rappeling, or as a method to tie down and restrict the movement of an opponent. The wire allows the member to pin down an opponent, and then unleash a torrent of elemental jutsu, etc. upon them.
Daibakuryuu no Jutsu; "Great Exploding Current." - Suiton • Daibakuryuu no Jutsu is a Ninjutsu technique utilizing the Water Element. After doing the needed hand seals a vortex of water will form, sucking anything on the surface above it down to the depths below.
Hitei Mushou; "Flying Nail Mist Pierce." - Ninpou - Hitei Mushou is Ninjutsu technique used by basic advanced mist nin. After forming the needed handseal, each will emit a flying mist of small nails from the mouth. These small nails can travel towards his opponent at quite a distance; with possible decimation.
"Reppushou; Gale Wind Palm." - Fuuton • Reppushou is a Ninjutsu technique utilizing the Wind Element. After forming the needed hand seals, the boy will send a strong gust of wind towards his target. When acting in conjunction with another thrown weapon, the wind can increase its power and deadliness.
Souryuu Boufuusetsu; "Twin Dragon Blizzard." - Hyouton • Souryuu Boufuusetsu is a Ninjutsu technique utilizing the Ice Element. After forming the needed handseals, he will thrust his arms to send out twin black ether-like dragons to strike his opponent. As they fly through the air they will begin to turn, creating a large dark tornado.
Suiryuuben; "Water Dragon Whip." - Suiton • Suiryuuben is a Ninjutsu technique utilizing the Water Element. To utilize this technique, This will grant him a massive usage of Water chakra, which he will use to generate a whirling sphere of water. This sphere can then emit whips of water, which can seek out and impale his target.
Suishouha; "Water Collision Destruction." - Suiton • Suishouha is a Ninjutsu technique utilizing the Water Element. The Ninja does a string of hand seals which then causes a large volume of water to materialize out of nowhere. The water can then be directed at the target.
Suishuu Gorugon; "Water Attack Strong Current Torrential Rain." - Suiton • Suishuu Gorugon is a Ninjutsu technique utilizing the Water Element. With this supply of Water chakra, he will use this to generate a mass of water. This can then be sent towards his target as a biting serpent. The serpent made from such a Suiton - based jutsu could perform even the most devastating of attacks.
Taihoudan; "Large Projectile." - Suiton • Taihoudan is a Ninjutsu technique utilizing the Water Elements. The ninja will generate water from the gullet and spit it as a stream at his target; or from large masses of water from below or within the surrounding radius.
Mizuame Nabara; "Starch Syrup Capture Field." - Suiton • Mizuame Nabara is a Ninjutsu technique utilizing the Water Element. After forming the needed handseals, the ninja will expel a sticky liquid from his gullet. This liquid can cover much, depending on the user's chakra flow. If the target runs on top of the liquid, their feet will become glued to its sticky surface. If the ninja focuses chakra to their feet before touching the surface, they can hover above and move over it without hindrance. This allows the ninja or a comrade to charge and attack without fear of becoming bogged down as well.
Mizu Kamikiri; "Rising Water Cutter." - Suiton • Mizu Kamikiri is a Ninjutsu technique utilizing the Water Element. To utilize this technique, the ninja will then slam his foot to the ground, causing water to rise up and travel towards his target as a slicing jet.
Mizukiri no Yaiba; "Sword of Draining." - Taikigakure Ryuu: Mizukiri no Yaiba (Hidden Waterfall Style: Sword of Draining) is a Ninjutsu technique that utilizes water to create a sword. The sword can be wielded in the normal fashion, allowing the ninja to cut and stab like a normal blade.
Mizu no Muchi; "Whip of Water." - Mizu no Muchi is a Ninjutsu technique that utilizes water to create a whip. The ninja can also send an electric current through the whip to electrocute their opponent. The whip will function in the normal fashion, such as allowing the ninja to whip the enemy to shreads even.
Mizu no Tatsumaki; "Tornado of Water" - Mizu no Tatsumaki is a Ninjutsu technique that utilizes water to create a spinning water vortex around the ninja. The water acts both as a barrier and attack mechanism. The power of the vortex is enough to knock an opponent unconscious.
Mizurappa; "Violent Water Wave." - Suiton • Mizurappa is a Ninjutsu technique utilizing the Water Element. After forming the needed handseals, the ninja will expel a strong jet of water at his opponent.
Roleplay Sample: Haku stood before the platinum-silver grave of Zabuza Momochi. Snow had been greatly covering the gravesite itself including the Lavender Sakura Trees around them. The kanji was still there, but of course onto the center of the grave, was the symbol of Kirigakure. The north region was Tomo-Tomo: a land in which Moon-Flowers reside in their gradual blooming. Around them stood tall grass. Green moved in such rhythm, a spinning motion at that, like as if a dance were being performed. Haku's azure-blue hair blew wildly throughout the plains in dimensional moves. His gazes were in some ways uncommon..
